Washoe County School District Board of Trustees
What is the Board of Trustees & what are they responsible for? The Washoe County School District Board of Trustees are publicly elected decision-makers for the school district. They are responsible for providing oversight to the Superintendent and establishing District-wide policy. Trustees are accountable to work with their communities to improve student achievement.

How often does the Board of Trustees meet? Trustees meet twice per month (second and fourth Tuesdays) at 2 pm both virtually and at the Central Administration Building Board Room, 425 E. 9th St., Reno, NV 89512.

Can community members engage at Trustee meetings? Decision-making bodies benefit greatly from hearing public input and multiple perspectives. Currently, members of the public can submit comments on agenda and non-agenda items through email or voice recording. Public comment can be provided in person or via email. Email comments should be submitted to publiccomments@washoeschools.net.

Trustees Approved the Consent Agenda
Consent agenda highlights include:
- Approval of memorandum of understandings with the Washoe School Principals Association and the Washoe Education Association
- Approval of the re-appointments of members to the Zoning Advisory Committee

Trustees Approved the Written "Employment Agreement – Superintendent of Schools" between the Washoe County School District Board of Trustees and Mrs. Tiffany McMaster on behalf of the Washoe County School District
Trustees approved the written "Employment Agreement – Superintendent of Schools" between the Washoe County School District Board of Trustees and Mrs. Tiffany McMaster on behalf of the Washoe County School District pursuant to Nevada Revised Statutes (NRS) 391.110.
Highlights of the presentation included:
- Using achievement/proficiency metrics from the 2025-2026 school year to compare to the 2024-2025 school year for evaluation. In prior years, the most recent school year was referenced, which did not adequately reflect the performance of the incoming Superintendent.
- Graduation rates and SBAC were discussed specifically as evaluation metrics during the performance review in June 2027.
- Discussion surrounding the compensation package for the superintendent that now includes COLA (which previously was not received by previous superintendents but was available to every other role).

Trustees Received a Presentation of the Capital Funding Protection Committee from their meeting on April 30th, 2026 to the 10-year Capital Improvement Plan (CIP), and Approved the Recommendations to the CIP and Direct the Superintendent to Return the CIP to the Capital Funding
Trustees received a presentation of the Capital Funding Protection Committee from their meeting on April 30th, 2026 to the 10-year Capital Improvement Plan (CIP), and Approved the Recommendations to the CIP and directed the superintendent to return the CIP to the capital funding.
Highlights of the presentation included:
- Extensive communication during the development of the CIP, including input from students, staff, families, alumni and many other community members.
- The CIP process is iterative with several committee or Capital Funding Protection Committee (CFPC) and board meetings occurring between April 9th and June 9th. Additionally, staff initially provided a small briefing and provided feedback before the ultimate presentation of the Draft CIP during a public meeting.
- Major Project Scope Changes can be seen below:
o Sparks MS and Elementary on Traner campus (timeline: FY27-29) (Budget & Scope increased to reconstruction at $70-$95 million dollars each).
o Booth Elementary (timeline: FY31-33) (Budget & Scope increased to Reconstruction at $65 million).
o Wooster Campus (timeline: FY27-33) (Budget & Scope increased to $165.2 million).
o Admin/Central Services Offices (timeline: FY27-29) (Budget & scope decreased $108 million with these resources being reallocated to the school projects above).

Trustees Received a Presentation and Approved Amendment 2 for Renewal 1 of Request For Proposal (RFP) #90-P-01-25-AS for Food Service Management
Trustees received a presentation and approved Amendment 2 for renewal 1 of Request For Proposal (RFP) #90-01-25-AS for Food Service Management Company for a period of 1 year, beginning July 1, 2026 and ending June 30, 2027 to Southwest Foodservice Excellence, LLC in the estimated amount of $584,018 plus other reimbursable expenses such as salaries, benefits, food, and supplies costs.
Highlights of the program included:
- The national school lunch program is a federal program funded by Congress and administered by the Department of Agriculture.
- Nearly all of the nutrition services team are WCSD staff, and the Southwestern Food Service Excellence (SFE) team provides management support and financial analysis to support the outcomes of the program.
- The Community Eligibility (CEP) program, facilitated by the nutrition services team, provides low-income schools with higher poverty rates universal free meals (approximately two-thirds of WCSD schools are on CEP).

Trustees Received a Presentations and Approved the Continued Development of a New Restart Charter Contract with Sierra Nevada Academy Charter Schools (SNACS)
Trustees received a presentation and directed the superintended to continue development of a new restart charter contract with Sierra Nevada Academy Charter Schools (SNACS) with clearly defined termination terms based on the SNACS performance management plan, trustee discussion, and an improvement of index points based on staff recommendations, to include no delays on deliverables at any point within the next two years, and a 2% increase in fees.
Highlights of the presentation included:
- SNACS previously received three consecutive years of a Nevada State Performance Framework (NSPF) rating of 1-star, resulting in the need to renew the charter contract.
- The Board of Trustees approved the restart of the charter based on the following conditions being met: Diagnostic review, reconstituted governing body with two or more members, new school administration, increased stakeholder communication, and retaining an academic consultant. If these conditions are not met by January 30, 2026, the SNACS charter will default to termination.
- Based on the committee review summary from the June 9, 2026 committee meeting, key areas for improvement were: Data to action, ambiguity surrounding how changes within the new academic model differ from prior practices, a call for increased accountability systems, a stronger staffing strategy to address high turnover, and corrections to inconsistencies in projections and debt analysis in the financial narrative that was presented.
