Clark County School District Board of Trustees

What is the Board of Trustees & what are they responsible for? The CCSD Trustees are decision-makers for the school district. Seven members are elected based on district; four are appointed representatives from the four largest municipalities in Clark County (Clark County, City of Las Vegas, City of Henderson, and City of North Las Vegas). They are responsible for providing oversight to the Superintendent and establishing District-wide policy. Trustees are accountable to work with their communities to improve student achievement.

How often does the Board of Trustees meet? Trustees meet twice per month (second and fourth Thursdays) at 5 pm both virtually and at the Edward A. Greer Education Center Board Room (2832 E Flamingo Rd, Las Vegas, NV 89121).

Can community members engage at Trustee meetings? Decision-making bodies benefit greatly from hearing public input and multiple perspectives. Currently, members of the public can submit comments on agenda and non-agenda items through email or voice recording. Public comment can be provided in person, via email, or via voice recording. Email comments should be submitted to Boardmtgcomments@nv.ccsd.net. To submit a voice recording on items listed on the meeting agenda, call 702-799-1166. Voice recorded public comment is limited to 1 minute 30 seconds.

Trustees Approved the Consent Agenda (6-1)

Consent Agenda Highlights:

• Procedures for administering standardized tests in the 2026-27 school year

Trustees Deliberated and Appointed Steven Maiello to the District Audit Advisory Committee (4-3)

Trustees appointed Steven Maiello as a member of the District Audit Advisory Committee, which helps oversee District financial activities, operational activities, and internal control processes.

Trustees Approved a Notice of Intent to Amend CCSD Regulation 4294 (7-0)

Trustees approved a notice of intent to amend Clark County School District Regulation 4294, which discusses processes for reporting, approving, and auditing payroll.

Highlights of the presentation for the regulation included:

• Language for the regulation was updated to reference the Human Capital Management software system rather than paper-based procedures that are no longer used.
• Processes for submitting leave and correcting payroll errors were updated.
• A section specifying the responsibilities of supervisors and site administrators to review payroll information and audits was added.

Trustees Reviewed a Bid to Lease Property at West Career and Technical Academy (7-0)

Trustees oversaw the opening of bids to lease the real property at West Career and Technical Academy and accepted the highest bid, belonging to Diamond Towers V, LLC.

Highlights of the discussion included:

• The established value of the property, the minimum value for a bid to be accepted, is $2,800 per month.
• There was one sealed bid, from Diamond Towers V, LLC, bidding $2,800 per month.
• There were no oral bids.
• A lease, to later be reviewed by the board, will include 20-25 years of renting, as well as a clause for rent increases.

Trustees Authorized Medium-Term Bonds of up to $37M (7-0)

Trustees authorized medium-term bonds of up to $37M, to be repaid within a 10-year period, to fund technology equipment and facilities equipment purchases.

Highlights of the discussion included:

• The use of bonds allows the cost of equipment with multiple years of service to be paid over multiple years.
• CCSD’s bond credit ratings are AA- (Moody’s) and A+ (S&P), which means CCSD is assessed as an upper-medium to high quality borrower.

Trustees Selected 2027 Legislative Bills Draft Requests 

Trustees discussed and selected two bill draft requests for the 2027 legislative session.

• Special education funding (6-1)
• State budgeting processes for education funding (7-0)

Highlights of the presentation on possible bill draft request topics included:

• Increase special education funding using one or a combination of the following options:
  • Increase education funding generally.
  • Fully fund Individualized Education Programs at the state level.
• Adjust state budgeting processes for education funding using one or a combination of the following options:
  • Determine funding using the prior year’s October 1 enrollment rather than the less stable process of using current-year quarterly fluctuations.
  • Establish a firm statutory minimum funding level for public education.
• Increase Pre-K availability and early childhood literacy using one or a combination of the following options:
  • Continue funding of Early Childhood Innovative Literacy Programs.
  • Provide consistent funding for early childhood interventions.
  • Increase weighting of Pre-K students from 0.6 to 1.0, therefore increasing funding for Pre-K programs.
• Fund transportation for open enrollment students by maintaining or increasing funds used to reimburse families for transportation costs.
• Retain local control of facilities by protecting existing statutes that preserve local school district authority over facilities and property decisions.
• Strengthen standards-based grading by requiring the Nevada Department of Education to research best practices and establish parameters for a high school pilot program.
• Update Senate Bill 460 in the following ways:
  • Streamline evaluation processes by removing the requirement for School Associate Superintendents to review 3% of all evaluations of licensed educational personnel.
  • Replace performance improvement plans with CCSD’s educator assistance plans.
  • Grant Superintendents the ability to replace principles in underperforming schools while protecting incoming principles in order to give them adequate time to improve the school.
  • Require that foundational literacy skills grounded in the science of reading be included in coursework for all teacher preparation programs by July 2028.

Trustees Heard the 90-Day Strategic Plan Update

Trustees heard the 90-day update on the 2026-2031 Clark County School District Strategic Plan.

Highlights of the presentation included:

• The first 90 days focused on aligning wide-ranging school systems with the priorities of the plan, communicating about the plan with members of the school community, and setting up accountability systems.
• Year 1 initiatives in the “Academic Excellence” priority include supporting Tier I teaching, developing student-centered observation tools to determine effectiveness of instruction, and professional learning to increase teacher skill.
• Year 1 initiatives in the “Career-connected Learning and Durable Skills” priority include creating career-connected events throughout elementary and middle school, academic planning in middle and high school, and developing a durable skills (e.g., communication, collaboration, problem-solving) framework to guide skill development.
• Year 1 initiatives in the “Safe and Supportive Schools” priority include increasing student connectedness, streamlining communication between schools and families, and taking baseline measurements of activities participation/engagement.

Trustees Heard a Presentation on the Clark County Scholarship Program

Trustees heard a presentation about the Clark County Scholarship Program, a program intended to help provide scholarships for public school students.

Highlights of the presentation included:

• Under the planned program, an individual will be able to make a charitable donation to a qualified Scholarship Granting Organization and receive a tax credit, which generally decreases taxes paid more than a tax deduction would.
• The Public Education Foundation will act as a Scholarship Granting Organization which turns donations to the Foundation into scholarships for CCSD.
• Currently, the program is planned to launch in January 2027.
