Clark County School District Board of Trustees

What is the Board of Trustees & what are they responsible for? The CCSD Trustees are decision-makers for the school district. Seven members are elected based on district; four are appointed representatives from the four largest municipalities in Clark County (Clark County, City of Las Vegas, City of Henderson, and City of North Las Vegas). They are responsible for providing oversight to the Superintendent and establishing District-wide policy. Trustees are accountable to work with their communities to improve student achievement.

How often does the Board of Trustees meet? Trustees meet twice per month (second and fourth Thursdays) at 5 pm both virtually and at the Edward A. Greer Education Center Board Room (2832 E Flamingo Rd, Las Vegas, NV 89121).

Can community members engage at Trustee meetings? Decision-making bodies benefit greatly from hearing public input and multiple perspectives. Currently, members of the public can submit comments on agenda and non-agenda items through email or voice recording. Public comment can be provided in person, via email, or via voice recording. Email comments should be submitted to Boardmtgcomments@nv.ccsd.net. To submit a voice recording on items listed on the meeting agenda, call 702-799-1166. Voice recorded public comment is limited to 1 minute 30 seconds.

Trustees Heard a Compliance Monitoring Update

Trustees heard an update from the Compliance Monitor. The update highlights included:

  • Of 29 action steps, 22 were completed, 5 partially completed, and 2 incomplete.
    • The hiring of a new CFO, who started work mid-July, is likely to increase the pace of progress on the remaining items.
  • Notable achievements include enhanced collaboration, improved decision-making, financial transparency, and automation of budgeting processes.
  • Recommended next steps include continuing to enhance budgeting practices and support for principals, implementing forward-thinking strategies, and increasing transparency and oversight.

Trustees Approved A Notice of Intent on CCSD Policy 5136  (7-0)

Trustees approved a Notice of Intent to amend Policy 5136 – Personal Technology and Communication Devices. Changes to the policy include:

  • Adding a thorough definition of the term “electronic communication device”.
  • Prohibiting hacking and pirating, as well as requiring use of a signal-blocking pouch during the school day.
  • Adding notice of an existing system to rate seriousness of violations of Policy 5136.

Trustees Approved A Notice of Intent on CCSD Policy 4300 (7-0)

Trustees approved a Notice of Intent to adopt Policy 4300 – Employee In-State Work Requirement. The policy language includes:

  • All CCSD employees are required to perform CCSD work from a physical location in the State of Nevada.
  • Independent contractors are not employees of the District and are therefore exempt from this requirement.

Trustees Heard a Presentation on Focus: 2024 Five-Year Strategic Plan on Teachers, Recruitment, and Critical Labor Shortage

Trustees heard an update on the Focus: 2024 Strategic Plan on teachers, recruitment, and critical labor shortages. Highlights from the presentation included:

  • Strategies to improve recruitment have included making pathways to licensure more accessible, streamlining interviews, and using targeted recruitment for the most needed positions.
  • In comparison to the 2023-24 school year, the 2024-25 school year:
    • Had a smaller but more qualified applicant pool.
    • Saw a larger percentage of classrooms filled on the first day of school.
    • Had fewer vacancies in bus driver and special education positions.
  • Next steps include continuing training of the recruitment team and focusing on teacher retention.

Trustees Heard a Presentation on Focus: 2024 Five-Year Strategic Plan on School Operations Continuity

Trustees heard an update on the Focus: 2024 Strategic Plan on school operations continuity. Highlights from the presentation included:

  • From the 2022-23 school year to the 2024-25 school year, equipment in danger of failing and temporarily closing a school decreased from 87% to 63%.
  • Challenges include hiring skilled trade workers in a competitive market and ability to access funds when needed.
  • Next steps include using new technologies to make equipment assessments more frequent and updating the Capital Improvement Plan to address areas with the most need.

Trustees heard an update on the Focus: 2024 Strategic Plan on maintenance and grounds department levels of service. Highlights from the presentation included:

  • From the 2022-23 school year to the 2024-25 school year, small but notable progress was made toward increasing preventative maintenance and grounds service, largely due to increased communication and more strategic use of resources.
  • Challenges include hiring skilled trade workers in a competitive market, increased building materials costs, and regulatory barriers to hiring external service providers.
  • Next steps include continuing to optimize use of resources, offering trades paths to student workers and existing staff, and seeking additional funding opportunities.

Trustees Heard a Presentation on Focus: 2024 Five-Year Strategic Plan on Employee Morale, Engagement, and Retention

Trustees heard an update on the Focus: 2024 Strategic Plan on employee morale, engagement, and retention. Highlights from the presentation included:

  • From the 2019-2020 school year to the 2024-25 school year, employee recognition increased from 1,319 employees to 9,464 employees recognized.
  • The main challenge currently is creating recognition events while protecting instructional time.
  • Next steps include expanding current recognition programs, launching an exemplary attendance program, and submitting employee nominations for state and federal awards for recognition.

The next Meeting of the Board of Trustees is Thursday, August 28, 2025, at 5:00 p.m. There will be a special board meeting on August 19 to review the new 2025-27 negotiated agreement between CCSD and the Clark County Education Association. The agenda for that meeting can be found here.
