Trustees Heard an Update on the Progress of the Educational and Operational Efficiency Assessment Study

Trustees heard a progress update on the Educational and Operational Efficiency Assessment Study. Highlights from the presentation included:

• The study began in January 2026 and is expected to be completed by June 2026. Its purpose is to identify opportunities to improve student achievement and/or provide General Fund cost savings, as well as lay the groundwork to set these opportunities up for success.
• Data collection, including historical data, interviews, focus groups, school/facility visits, and classroom observations, is complete.
• The development of opportunities and discussion with district leadership is currently in progress.
• Final steps will include finalizing and presenting the final report.

Trustees held a joint meeting with the Audit Advisory Committee, and approved the independent auditor’s reports on internal control, compliance, and other matters based on an audit of statements performed in accordance with government auditing standards on the schedule of expenditures of federal awards as required by uniform guidance.

Trustees Received an Update on the District’s Strategic Plan

Trustees heard an update on the development of the District’s new strategic plan. Highlights from the presentation included:

• This project began in September 2025 and is expected to be completed by May 2026. Its success criteria include keeping students at the center of the plan, valuing CCSD educators and staff, building community and trust, and creating clarity and momentum.
• Common priorities heard in meetings, surveys, and interviews include teaching real-world skills, supporting all students, and trust and shared responsibility.
• Leadership teams are currently using the collected data to finalize the strategic plan and key performance indicators.
• The final step will be the presentation of the completed strategic plan.

Trustees Conducted a Public Hearing on and Approved the 2025-27 Negotiated Agreement between CCSD and the Police Administrators Association of CCSD (7-0)

Trustees conducted a public hearing on and approved the new 2025-27 negotiated agreement between CCSD and the Police Administrators Association. The fiscal impact of the changes is $365,787.21.

The new agreement includes:

• Increases in the maximum amount of paid time off that can be earned via administrative compensatory time, as well as the number of unused vacation days an administrator can be compensated for each year.
• Provisions for step advancements in salary in 2025-27 (including retroactively for 2025-26) and past 2027 until negotiated otherwise, as well as a one-time salary increase for certain positions based on date employed.
• An accelerated schedule for longevity stipends to reflect the retirement schedule of police administrators.
• Specification that the District will increase its contribution to the health insurance program and to PERS.

Trustees Conducted a Public Hearing on and Approved the 2025-27 Negotiated Agreement between CCSD and the Police Officers Association of CCSD (7-0)

Trustees conducted a public hearing on and approved the new 2025-27 negotiated agreement between CCSD and the Police Officers Association. The fiscal impact of the changes is $1,053,080.00.

The new agreement includes:

• Updates to sick leave policy, including adding a definition for “catastrophic injury or illness”, eligibility requirements, and a trial run of a tiebreaker procedure for sick leave eligibility determination.
• Adjustment to how overtime rate is calculated.
• Provision that employees who are injured on the job and disabled can use all accrued leave before being terminated from employment.
• Modification to the Sergeant Promotion process.

Trustees Conducted a Public Hearing on and Approved the 2025-27 Negotiated Agreement between CCSD and the Clark County Association of School Administrators and Professional-Technical Employees (7-0)

Trustees conducted a public hearing on and approved the new 2025-27 negotiated agreement between CCSD and the Clark County Association of School Administrators and Professional-Technical Employees. There is no fiscal impact of the changes.

The new agreement includes:

• Provision that employees who retire with 200 or more days of accumulated sick leave will receive the value of 30 days’ worth of sick leave in a health reimbursement account.
• Updates and clarifications to stipends paid to administrators who participate in the District’s Leadership and Professional Learning Division Design Team.
