Trustees Received an Update on Focus: 2024 Strategic Plan on Student Achievement
Trustees received an update on student achievement progress and results. Highlights of the update included:
- Second consecutive year in a row in grades 3-8 mathematics (Smarter Balance Consortium) we see improvement in all student groups (Elementary School, Middle School, and High School)
- In Middle School Science (Criterion Referenced Tests) CCSD demonstrated improvement in every student group (Elementary, Middle, and High Schools)

Trustees Opened Bids, Called for Oral Bids, and Accepted a Bid Offer on Property Site #013 – Clayton Street & West Evans Avenue
Trustees opened bids and called for oral bids to an offer to sell a 1.45-acre parcel of real property at Site #013 – Clayton Street and West Evans Avenue in North Las Vegas. The bid was awarded to Vibranium LLC in the amount of $265,000.

Trustees Discussed an Update on CCSD’s Budget
Trustees discussed an update on CCSD’s budget, following a potential $20m shortfall identified by the district. Highlights of the update included:
- The deficit has now been estimated to be $10.9m when previously calculated at $20m
- Two errors were named as leading to the initial inaccuracies and have now been resolved and recalculated

Trustees Discussed the Council of Great City Schools Review of the District’s Finances
Trustees discussed a proposal from the Council of Great City Schools for a review of CCSD’s finance operations. A vote resulted in a 3-3 tie and this item was not passed. The focus of the review will be to assess actions taken and provide recommendations for future actions to the CCSD interim superintendent. CGCS would convene a Strategic Support Team, and the scope of work would include (but not be limited to):
- A review of information and data related to CCSD’s financial operations
- A four-day on-site visit to interview district and department staff, and review additional information as needed
- A report of a roadmap to improve efficiencies and enhance the effectiveness and strategic value of the district’s finance operations.

Trustees Discussed the Scope of Board Counsel
Trustees discussed the scope of the Board of Trustees’ internal counsel, following a communication by the Office of the District Attorney stating that because the Board of Trustees “has employed private counsel through the School District’s Office of General Counsel, the District Attorney’s Office has been relieved of its statutory obligation to provide legal service to the Board of Trustees.” The District Attorney’s office has granted the Trustees an extension to remain with Board Counsel through October 31, 2024.
Discussion included:
- The District Attorney will work with the Office of General Counsel to transition representation of the School Board of Trustees to be completed by Oct. 10th, 2024
- Discussed training for board members regarding how they utilize the General Counsel
