Trustees Approved the Consent Agenda (4-3)

Mga Highlight ng Agenda ng Pahintulot:

• Resolution authorizing submittal of a proposal to the Clark County Debt Management Commission
• Amendment of CCSD Regulation 5135.4 and Regulation 5157

Further, Item 2.19, an agreement with Boys & Girls Clubs of Southern Nevada for summer programming, was pulled for further discussion. That item passed 6-1 on a separate vote.

Trustees Approved an Update from the Compliance Monitor (7-0)

Trustees heard an update from CCSD’s appointed compliance monitor and approved the update. Highlights from the update included:

• Of 29 action steps CCSD created, CCSD has completed 26. The remaining 3 pertain to the hiring of a CFO (which is currently underway):
  • Item 1.1.3b, to use an open recruitment process for hiring a CFO.
  • Item 1.1.3d, to develop a staffing model that fits the budget plan (the CFO will help create this plan).
  • Item 1.3.1b, to develop and implement a budget monitoring program of to prepare for unforeseen expenses (the CFO will help create this program).
• In June, the compliance monitor hopes to have moved onto making recommendations for ongoing improvements.

Trustees Received a Legislative Update

Key points of the update included:

• The next major committee passage deadline is May 16.
• Bills that CCSD is actively following:
  • AB398 would allow extra funding sources for certain hard-to-fill positions at public schools.
  • SB460 would provide multiple changes, including to accountability reporting, the Commission of School Funding, teacher staffing, and charter schools.
  • AB156 would update rules about the operations of the Board of Trustees.
  • AB416 would create a penalty for prohibiting access to public library materials without the court’s permission.
  • AB533 would update open enrollment rules.
  • SB115 would create rules related to bilingual education.
  • SB161 would allow teacher to strike in some capacity; this may become a ballot initiative.
  • SB396 would provide changes to special education with a budget of $70M.
  • AB462 would provide $66.7M aimed at economic development, including career and technical education.

Trustees Received a Presentation on Critical Heating, Ventilation, and Air Conditioning Replacement Systems

Trustees heard a presentation on CCSD’s first day of school critical heating, ventilation, and air conditioning readiness. Highlights from the update included:

• CCSD plans to move from a reactionary to a proactive plan for HVAC maintenance.
• The first step is a replacement of HVAC systems in the 37 schools that need new systems the most, at a total cost of $5.18M.
• This will make air conditioning more reliable, decrease required maintenance, and increase energy efficiency.
