Ano ang Board of Trustees at ano ang kanilang pananagutan? Ang CCSD Trustees ay mga gumagawa ng desisyon para sa distrito ng paaralan. Trustees Approved the Consent Agenda (7-0)

Item 3.02, a Memorandum of Agreement Between the District and Hope Christian Health Center, was pulled for further discussion. That item passed (4-2-1) on a separate vote.

Item 3.09, Unified Personnel Employment, was removed from the consent agenda.

Trustees Conducted a Public Hearing on and  Approved the New 2025-27 Negotiated Agreement between CCSD and the Education Support Employees Association (7-0)

Trustees approved the new 2025-27 Negotiated Agreement between CCSD and the Education Support Employees Association. Three articles of the agreement were revised. Revisions included:

  • A 3% salary increase that was previously funded by SB 231 is now funded by SB 500, with CCSD and ESEA agreeing to work together to ensure a further 3% increase in 2026.
  • There will be no salary step advancements during the term of the agreement.
  • The 2025 increase in employee contribution to PERS will be matched by an equivalent salary increase.
  • The current Negotiated Agreement is extended to June 30, 2027, though further negotiations about the agreement are planned in the coming months.

The estimated fiscal impact of the changes is $121,441,721, and the total average annual contract value is $756,589,458.

Trustees Heard a Presentation on the Educational Opportunity for Military Children and Purple Star Schools Program

Presentation highlights included:

  • Purple Star Schools are schools recognized by the Nevada Department of Education for supporting the unique needs of military-connected children.
  • To qualify, a school must satisfy requirements, including appointing a staff Point of Contact, maintaining a student-led transition program, and maintaining a Purple Star School page on their website.
  • Currently, 22 CCSD schools hold the Purple Star designation: 16 in Region 1, 4 in Region 2, and 2 in Region 3.

Trustees Approved a Notice of Intent to Amend CCSD Regulation 2130 (4-3)

Trustees approved a Notice of Intent to amend CCSD Regulation 2130, regarding district organization. Amendments included:

  • The District can now require a school to spend its carry-forward funds on specific priorities.
  • The requirement to allocate at least 85% of unrestricted funds to school budgets has been removed.
  • The deadlines for providing schools with budget information are now set by the Superintendent rather than Regulation 2130.
  • The role of the school organizational team in the selection of principals now consists of creating a list of desirable qualifications for the principal and indicating a preference of candidates.
  • School Associate Superintendents no longer submit reports to the County Commission.
  • Language updates changing “Nevada Revised Statutes” to “Nevada law.”

Public comments expressed concerns about decreased power of school organization teams, and requesting a public meeting about budgeting practices.

Trustees Accepted a Compliance Monitoring Update (7-0)

Highlights from the update included:

  • Of 29 action steps, 24 have been completed; since the last update, 2 steps have been completed
  • The recently completed steps involved evaluating what resources are necessary to assist principles in developing/monitoring school budgets and developing a system to monitor usage of carryforward funds
  • Progress continues to be made on the remaining 5 steps, with a high likelihood that multiple further steps will be completed by the next update
