Clark County School District Board of Trustees

What is the Board of Trustees & what are they responsible for? The CCSD Trustees are decision-makers for the school district. Seven members are elected based on district; four are appointed representatives from the four largest municipalities in Clark County (Clark County, City of Las Vegas, City of Henderson, and City of North Las Vegas). They are responsible for providing oversight to the Superintendent and establishing District-wide policy. Trustees are accountable to work with their communities to improve student achievement.

How often does the Board of Trustees meet? Trustees meet twice per month (second and fourth Thursdays) at 5 pm both virtually and at the Edward A. Greer Education Center Board Room (2832 E Flamingo Rd, Las Vegas, NV 89121).

Can community members engage at Trustee meetings? Decision-making bodies benefit greatly from hearing public input and multiple perspectives. Currently, members of the public can submit comments on agenda and non-agenda items through email or voice recording. Public comment can be provided in person, via email, or via voice recording. Email comments should be submitted to Boardmtgcomments@nv.ccsd.net. To submit a voice recording on items listed on the meeting agenda, call 702-799-1166. Voice recorded public comment is limited to 1 minute 30 seconds.

Trustees Approved the Consent Agenda (4-1)

Consent Agenda Highlights:

Further , Item 2.06, an Approval of a Memorandum of Agreement  between the District and Acelero Learning Clark County, was pulled for further discussion. That item passed 4-0-1  on a separate vote.

Further, Item 2.15, Contract Awards for asphalt replacement at multiple sites and a new audio system and projector at the East Career and Technology Academy, was removed from the consent agenda.

Trustees Approved a Presentation on Focus: 2024 Strategic Plan Update: Student Discipline (6-0)

Trustees accepted a presentation regarding student discipline. Highlights of the presentation included:

  • From the 2022-2023 school year to present, there has been a downward trend in the total number of suspensions and expulsions.
  • The current priorities are to change mindsets to focus on restorative approaches while maintaining student and staff safety.
  • Next steps include training and town halls, along with a focus on reducing level of suspension in schools with high levels of suspensions.

Trustees Approved a Notice of Intent for CCSD Regulation 3312 (4-2)

Trustees approved a Notice of Intent to amend CCSD Regulation 3312, regarding purchasing authorization and nepotism. Highlights of the changes included:

  • Changing the threshold for competitive procurement, where a formal bid or approval process is required for a good or service, from $50,000 to $100,000.
  • This change aligns with a change to Nevada Revised Statutes chapter 332.

Trustees Heard an Update on the 2025 Application Cycle for Proposed Charter Schools

Trustees heard an update regarding proposed charter school applications from the City of Henderson, City of North Las Vegas, and the Public State Public Charter School Authority. Highlights of the presentation included:

  • There were 10 total applications: 4 from the City of Henderson, 2 from the City of North Las Vegas, and 4 from the State Public Charter School Authority.
  • If every application is approved, the schools would shift enrollment by approximately 6,675 students over a six-year period.

Trustees Conducted a Public Hearing on and Approved a New Memorandum of Agreement between CCSD and the Clark County Association of School Administrators and Professional-Technical Employees Regarding Additional Pay for Certain Nurses and Administrators Responsible for Nursing Services (7-0)

Trustees conducted a public hearing on, and later approved, a new MOA between CCSD and CCASAPE regarding additional pay for certain nurses, as well as administrators responsible for nursing services. Highlights of the Memorandum included:

  • A one-time extra payment of $3,500 to 13 employees who primarily provide nursing and related services.
  • The employees are administrators who provide essential services and who work a high number of hours.
  • Moving forward, the school district plans to have negotiations to make sure these employees are fairly compensated.

Trustees Conducted a Public Hearing on and Approved a New Memorandum of Agreement between CCSD and the Clark County Association of School Administrators and Professional-Technical Employees Regarding Additional Pay for Principals Responsible for Extended School Year Programs (7-0)

Trustees conducted a public hearing on, and later approved, a new MOA between CCSD and CCASAPE regarding additional pay for principals responsible for extended school year programs in 2025. Highlights of the Memorandum included:

  • Additional pay of $450 per day for up to 20 days for principals who run Extended School Year Programs.
  • The memorandum only applies to summer 2025, so additional pay in future summers will need to be negotiated.

Trustees Approved Entering into a Contract with Parker Nelson & Associates (6-0-1)

Trustees approved entering into a contract with Parker Nelson & Associates to provide legal services as Board Counsel, and to authorize the allocation/transfer of money to the Board’s budget to pay for those services.

Trustees Heard an Update on the 2025 Legislative Session

Staff provided an update on education issues during the recently concluded 2025 legislative session. Highlights of the presentation included:

  • SB460 passed, bringing a number of changes including:
    • State-directed corrective measures for under-performing schools
    • Early literacy mandates
    • Expanding accountability and leadership structures
    • Governance and operational changes
    • Revised pay/funding and evaluation procedures for educators and programs
  • AB533 passed, requiring open enrollment policy to be open, standardized, and clear.
  • Most districts saw total funding decrease, but due to enrollment decline, funding per student increased.

Public Comment

Members of the public shared comments regarding:

  • Creating a better work environment for teachers
  • Concerns regarding content of libraries
