Trustees Received an Update on the Focus: 2024 Strategic Plan Update on Chronic Absenteeism and Student Safety

Highlights of the presentation included: 

  • Chronic absenteeism has increased and remains a significant challenge.
  • External punitive measures lack enforcement and vary in consistency of support.
  • The community challenges have increased.
  • The County has been an engaged partner in combating this issue, providing dollars and support to assist.
  • A new door-to-door program has been launched to visit families and learn of the challenges to attendance.
  • Incentives for attendance have been re-instated.
  • Ongoing student town halls contribute to the learnings.
  • Perception of safety has stayed relatively stable, though target goals for percentages were not met.

Trustees Received the Superintendent’s Student Advisory Council Year in Review 2022-2023

Highlights of the presentation included:

  • Mental Health, Equity / Diversity and Chronic Absenteeism are the priorities of the group.
  • Proposed Mental Health Solutions:
    • More counselors
    • Better marketing of existing supports
    • Erasing some stigmas associated with current support programs
  • Proposed Equity, Diversity and Inclusion Solutions:
    • More diversity in staff and teachers
    • Materials with multiple viewpoints
  • Proposed Chronic Absenteeism Solutions:
    • Focus on better relationships between student and teacher
    • More events, more invitations to families on campus
    • Incentives (food, rewards, prizes, gift cards) for better attendance
    • Additional funding for social workers and counselors

Trusteed Conducted a Public Hearing on and Approved the Clark County School District 2022–2025 Distance Education Program Renewal

Nevada Revised Statutes 388.820–388.874 requires the Board of School Trustees of each school district seeking to provide a program of distance education to submit an application to the Nevada Department of Education (NDE). This Board item amends the original Clark County School District (CCSD) 2022–2025 Distance Education Program Renewal Application approved at the Regular Meeting of the Board of School Trustees on April 28, 2022, and must be renewed every three years and be consistent with procedures adopted by NDE.

Trustees Conducted a Public Hearing on and Approved the New Memorandum of Agreement Between CCSD and the Education Support Employees Association (ESEA) Regarding Reclassification of the Position of Campus Security Monitor

ESEA and CCSD drafted a new Memorandum of Agreement that reclassifies the position of Campus Security Monitor. The fiscal impact of this MOA is $4 million.

Trustees Received an Update on the 2023 Legislative Session

Staff updated Trustees on state legislation related to education. Highlights included:

  • Reminder: Public can subscribe to the newsletter which provides regular updates by emailing governmentrelations@nv.ccsd.net
  • Overall Update
    • 25 days of session remain (as of 5/11/23).
    • Total education investment is $11.5B.
    • That represents a 26% increase in education funding statewide.
    • For CCSD it represents a budget of $3.48B for FY ’24 and $3.65B in FY ’25.
    • Per pupil funding rates have changed as well to better need the students’ specific needs.
  • Bills Update
    • SB47: Revises provisions related to teachers, is currently in the Senate Finance Committee.
    • SB65: Training for members of Boards of Trustees, including background checks, did not make deadline and will not be moving forward this session.
    • AB347: $15M appropriation for grants to support dual credit programs hasn’t yet been heard.
    • Support:
      • SB294: Safe storage of firearms
      • AB400: Supporting provisions that enhance public education
      • SB322: Revises provisions related to reckless driving in school zones
      • AB185: Revising provisions for children of military personnel
      • AB256: Revises provisions related to work-based learning
      • SB292: Revises provisions related to school administrators
    • Oppose:
      • AB175: Municipalities appointing members to Board of Trustees
      • SB344: Impacts open meeting law and financial audits 
      • SB282: Subsidies for substitute teachers
      • SB340: Puts mandates on summer school
      • AB207: Related to work-based learning (opposed to the amendment of this, not the original language)
