Trustees Approved the 2023-2024 Tentative Budget (7-0)

Staff presented the 2023-2024 tentative budget. Highlights of the presentation included: 

• The final budget will be presented in May; this is a tentative budget evaluation.
• Unknowns to the budget include enrollment numbers, a potential economic recession, and the finalized state budget.
• The district is projecting a decrease of about 3,000 students in upcoming school year.
• There is a new definition of at-risk students (students at risk of not graduating with their cohort) which affects the weighted funding with better targeting.
• Toal per pupil funding is just over $11,000, which represents a significant increase in investment.
• The state education fund contributes about $398M in additional funding. 
• Some of that additional funding was spent already (about $44.5M) due to staff salary increases, new schools, utility costs, and non-personnel costs.
• The total operational increase was about $70M.
• The district is projected to be ahead of its target of 2.7% for the Unassigned Ending Fund Balance, at about 4.2%.

Trustees Received an Update on the 2023 Legislative Session

Staff updated Trustees on state legislation related to education. CCSD is currently tracking 172 bills. Themes in education-related legislation including funding and accountability, student discipline, social justice, diversifying the teacher pipeline, and career and technical education.

• SB 47: Teacher working conditions
• SB 65: Board of Trustees background checks and training
• SB 71: Nevada teacher and education recruitment task force
• SB 294: Safe storage of firearms
• AB 400: Enrollment, labor, funding, and other education policies

Key Bills the District is Opposing:

• SB 48: Revising air quality provisions and fees
• SB 282: Reorganization of the school district
• AB 175: Adjusting the composition of the Board of Trustees
• AB 282: Subsidy for health insurance for substitute teachers

Key Bills in which the District is in a Neutral Position:

• AB 357: Sex education provisions
• AB 339: Accountability reports in student performance
• AB 428: Economic development and teacher pipelines
