Nevada State Board of Education

What is the State Board of Education & what are they responsible for? The Nevada State Board of Education adopts regulations based on Nevada laws, which are passed down to individual school districts in Nevada to implement. The Board has 11 total (7 appointed and 4 publicly elected) members.

How often does the State Board meet? The Nevada State Board of Education meets once per month on Wednesdays at 9:00 AM. Click here to see the 2025 meeting materials.

Can community members engage at State Board Meetings? A time for public comment is provided at the beginning (for agenda items) and at the conclusion (on any matter) of each Board meeting. Members of the public may provide public comment in writing via email; public comment will be accepted via email for the duration of the meeting and shared with the State Board of Education during the public comment periods. Public comment may be emailed to NVBoardED@doe.nv.gov.

What happened at the regular meeting?

 

Public Comment #1

Public comment was heard on the following subjects: 

  • Support for the i-Ready assessment
  • Support for developing a board policy agenda for legislative engagement
  • Support for returning to academic basics and school choice in considering Superintendent candidates

President’s Report

Highlights included:

  • Member Hughes was reappointed to the Commission for Innovation and Excellence in Education.
  • Board Member Updates:
    • At-Risk Subcommittee: At the last meeting, a robust discussion took place following the presentation of data on different ways at-risk can be defined. The next meeting is scheduled for August 12, and suggestions will be brought to the full board in October.
    • NRS 388G Subcommittee: The subcommittee updated its name to reflect the regulatory statute they are tasked with exploring, especially given the passage of SB 460.

Interim Superintendent’s Report

Highlights included:

  • Interim Deputy Superintendent Lisa Ford was commended for her work with the Superintendent search, as well as overall strategy and learning work.
  • Since the legislative session closed, the Department has been developing an implementation strategy for the various education proposals that passed, while also being responsive to the efficiency study presented at the last board meeting. Continuing engagement with the Department, district superintendents, and other stakeholders are ongoing.
  • The Interim Superintendent is exploring postponing the procurement of the State Assessment System for one year as SB 460 design work is concluded.

Board Took Actions on Several Items Relating to the State Superintendent Search

Board members discussed the 19 applications received for the State Superintendent role, including rubric scores from the candidates’ resumes/CVs and vision statements.

The Board voted to move forward to interview the top six candidates: Applicants 1, 7, 8, 11, 16, and 18.

The Board also moved forward with the third performance task, on preparing a three-year statewide initiative that addresses an area in which Nevada student outcomes are lagging, adding in additional specifications on the prompt to address diversity of student population and community and budget considerations.

The Board approved interview questions for candidates, including those involving student voice, innovation and modernization, policy direction, managing budget, collaboration, and communication. The Board approved the order of the questions. The Board President and Vice President will finalize questions with staff ahead of interviews. The rubrics for interview questions and performance task were also approved.

Interview dates will be August 28 and 29, at 9:00 a.m. Immediate deliberation would take place on August 29 following the final interview, to decide on the final three candidates to bring forward to the Governor. The interviews will take place in-person, and candidates will have an opportunity to voice a preference for which day they’d like to interview (with no guarantee that it may be granted).

The Board approved an interview format of a 15-minute performance task presentation, with five minutes following for the Board to score. Clarifying questions can be asked but must be specific to definitions, abbreviations, or terms. Following the agreed upon interview questions, follow-up questions will be asked at the very end of the interview, with a maximum follow-up of four questions over 15-16 minutes.  Board members approved adjusting the structure and format of the interview instructions to reflect the discussion and decisions made.

Lastly, the Board authorized staff to notify selected finalists and provide interview documents. A press release will be issued to notify the public on the six finalists.

Board Approved the Alternate State Assessment for Read by Grade 3

Pursuant to Senate Bill 460, the Board received an overview for the process of assessments for use in the Read by Grade Three program. The board approved a process for district and charter schools to use an alternative assessment in place of the State Adopted RBG3 assessment, and the use of the i-Ready Assessment as the alternate assessment. The Board also approved the i-Ready cut score of 40th percentile, congruent with an equivalency study conducted by Washoe County School District last year.

Implementation for the 2025-26 school year include an anticipated October workshop for regulations, and local education agencies and charters interested in using i-Ready submitting a declaration letter that includes responsibility for financial costs, acknowledgment of compliance requirements, and the number of students using the assessment.

Board Approved a Board Policy Agenda for Legislative Engagement

The Board approved moving forward with developing a policy agenda to guide engagement with the Legislature for future legislative sessions. Next steps include future discussions to take place at a future board meeting after the State Superintendent is selected.

Board Discussed a New Nevada Assessment

The Board discussed the feasibility of a Nevada-specific statewide assessment to comply with state and federal requirements. The Board opted not to take action at this time, but a future agenda item may be presented on the topic.

Board Discussed Potential Revisions to the Current Vision and Goals

The Board discussed its current vision and goals, including the legislative changes regarding the STIP. The Board opted not to take action at this time, and to wait until the new State Superintendent was appointed and clarity around legislative changes was reached.

Board Held a Public Hearing on and Adopted Proposed Regulation LCB File No. R016-25 – Career and Technical Information

The Board held a public hearing on and adopted proposed regulations to establish a joint technical skills committee to support access to high-quality career and technical education programming.

Board Held a Public Hearing on and Adopted Proposed Regulation LCB File No. R058-24 – Transition Services for Students with Disabilities

The Board held a public hearing on and adopted proposed regulations regarding transition services for students with disabilities, lowering the required planning age for students with disabilities with Individualized Education Programs from 16 to 14.

Board Pulled the Agenda Item on a Public Hearing on Regulation LCB File No. R017-25 – Adult High School Programs

This item was pulled from the board’s agenda.

Board Held a Public Hearing on and Did Not Adopt Proposed Regulation LCB File No. R131-22 – Residential Treatment for Certain Children

The Board held a public hearing on and considered proposed regulations to strengthen language and the regulatory framework governing educational services provided to children in residential treatment facilities.

Public comment on this item included:

  • Further community engagement sessions
  • Suggested edits
  • Other concerns regarding the changes

The Board followed the recommendation of staff to bring this agenda item back at a later date after further engagement and revision.
