State Public Charter School Authority (SPCSA)

 

What is the SPCSA & what are they responsible for? Considered one of Nevada's school districts, the SPCSA sponsors and oversees public charter schools. The Authority consists of seven appointed members responsible for overseeing educational and operational standards and holding sponsored schools accountable to the academic achievement of students.

How often does the SPCSA Board meet? The SPCSA typically meets once a month, generally on Fridays.

Can community members engage at SPCSA Board Meetings? Meetings of the SPCSA are typically held publicly at the Nevada Department of Education building in Carson City and the Nevada Department of Education building in Las Vegas (1st floor boardroom). Members of the public may view the meeting online via the link on the SPCSA's Public Notice web page and the agenda and any supporting materials can be found here. Public comment may be given on any agenda item at the beginning of the meeting, or public comment regarding any matter that is SPCSA-related may be given at the conclusion of each Board meeting. Members of the community giving public comment can utilize the following conference call line: 1-775-321-6111; Phone Conference ID: 894 302 869#. During the public comment periods, callers will dial *5 to raise their hand. The moderator will call out the last 4 numbers of the caller's phone number, at that time you will dial *6 to unmute and make comment. There is a time limit of three minutes per speaker. Alternatively, public comment may be submitted in writing to publiccomment@spcsa.nv.gov, and any such public comment received prior to the meeting will be provided to the Authority and included in the written minutes of the meeting.

SPCSA Executive Director's Report

Highlights from the report include:

  • School Highlight: Three SPCSA schools have been recognized as Purple Star Schools: Pinecrest Academy of Northern Nevada, Somerset Academy Skye Canyon, and Somerset Academy North Las Vegas.
  • Delinquent Schools PERS Updates: The updated balance can be found here
  • New Schools Update: Northern Nevada Wildflower has requested a deferment until the 2027-28 school year due to facility challenges. There will be no school openings for the 2026-27 school year, and there will be four for the 2027-28 school year.
  • Current events in the Charter Space: Director Mackedon served as a panelist for CSAN's first "State of the Sector" event and on a panel at Biard Charter School Investors Conference in Phoenix.

Board Approved Sage Collegiate Public Charter School's Surrender of its Charter

The Board approved Sage Collegiate Public Charter Schools surrender of its charter, effective at the end of the 2025-26 school year. The Board appointed Josh Kern to serve as the closing administrator, effective immediately. Mr. Kern will devise and present the closure plan at an upcoming board meeting.

Board Received an Update on Academies of Math and Science (AMS) Nellis' Campus

SPCSA staff provided an update regarding AMS' activities as they prepare to open in Fall of 2026. Highlights of the presentation included:

  • 10 teacher offers are ready to be signed (with the majority being former NV prep staff).
  • Dr. Andrea Tee has been hired as the incoming principal, alongside one assistant principal, and the school is seeking to hire one additional assistant principal. 
  • 310 applications (256 are complete) regarding incoming enrollment for the upcoming school year.

Board Took Action on Charter School Contract Amendment Applications

The board approved Nevada State High School's request to combine its flagship campuses and reduce its enrollment cap. The approved enrollment cap will be for grade levels 11-12, 816 students (2025-26), 857 students (2026-27), 900 students (2027-28), and 945 students (2028-29).

Board Approved Nevada State High School Meaddowwood's Voluntary Charter Surrender and Approved its Closing Administrator

The Board accepted the recent action by the board of Nevada State High School Meadowwood Campus' board to surrender its charter. The Board approved the proposed administrator appointment of Melissa McCormick to act as trustee during the school closure process. Melissa McCormick will devise and present the closure plan at an upcoming board meeting.

Board Approved Issuing a Notice of Breach to Southern Nevada Trades High School

The Board approved a Notice of Breach to Southern Nevada Trades High School due to the school's ratings on the SPCSA Financial Performance Framework for the 2024-25 school year.
