State Public Charter School Authority (SPCSA)
What is the SPCSA & what are they responsible for? Considered one of Nevada's school districts, the SPCSA sponsors and oversees public charter schools. The Authority consists of seven appointed members responsible for overseeing educational and operational standards and holding sponsored schools accountable to the academic achievement of students.
How often does the SPCSA Board meet? The SPCSA typically meets once a month, generally on Fridays.

Can community members engage at SPCSA Board Meetings? Meetings of the SPCSA are typically held publicly at the Nevada Department of Education building in Carson City and the Nevada Department of Education building in Las Vegas (1st floor boardroom). Members of the public may view the meeting online via the link on the SPCSA's Public Notice web page and the agenda and any supporting materials can be found here. Public comment may be given on any agenda item at the beginning of the meeting, or public comment regarding any matter that is SPCSA-related may be given at the conclusion of each Board meeting. Members of the community giving public comment can utilize the following conference call line: 1-775-321-6111; Phone Conference ID: 894 302 869#. During the public comment periods, callers will dial *5 to raise their hand. The moderator will call out the last 4 numbers of the caller's phone number, at that time you will dial *6 to unmute and make comment. There is a time limit of three minutes per speaker. Alternatively, public comment may be submitted in writing to publiccomment@spcsa.nv.gov, and any such public comment received prior to the meeting will be provided to the Authority and included in the written minutes of the meeting.

Board Elected a New Vice Chair
Board members elected Member Ty Whitaker to the role of Vice Chair of the Board, following Member Haddad Bennett's resignation from the Board.
Board Receiving Charter School Renewal Process Training
Staff provided an overview of the renewal process. The overview included:
- Application to renew is submitted between October 1st-October 15th.
- Half of the renewals are being split with the first half in November and the second half in December.
- SPCSA will be enlisting a 60-day period for review of charter contracts in the renewal process.

Board Approved the 2024-25 Organizational Performance Framework Results
Staff provided an overview of the 2024-25 Organizational Performance Framework results. Highlights of the presentation included:
- Provided an overview of ratings: Meets Standard (Threshold for success a school is expected to meet), Approaches Standard (School has not fully met the threshold of success for the standard), Does Not Meet Standard (failure to comply).
- Actively working with schools to improve the timeliness of submissions.
- SPCSA staff identified most compliance issues were found in the Governance and Operations categories.

Board Issued a Notice of Concern to Equipo Academy
The Board approved issuing a Notice of Concern to Equipo Academy for its Organizational Performance Framework for the 2024-25 school year, due to weak organizational performance through ongoing oversight and repeated material failure to submit items in a timely and/or complete manner. As aligned with the Organizational Performance Framework, Equipo received a rating of "Does Not Meet the Standard" in the following categories: Educational Personnel, Special Education, Health and Safety, Education Requirements, and Operations. Additionally, a rating of "Does Not Meet" was provided for the category of Governance.

Board Issued Notices to Nevada Prep Charter School
The Board approved issuing a Notice of Concern to Nevada Prep for its Organizational Performance Framework for the 2024-25 school year, due to evidence of weak organizational performance through ongoing oversight and repeated material failure to submit items in a timely and/or complete manner. As aligned with the Organizational Performance Framework, Nevada Prep received a rating of "Does Not Meet the Standard" in the following categories: Educational Personnel, and Operations. Additionally, a rating of "Does Not Meet" was provided for the category of Governance.
The Board also approved issuing a Notice of Breach to the school for its Financial Performance Framework results, based upon heightened financial oversight as approved at the May 30, 2025, board meeting.

As aligned with the Organizational Performance Framework, Sage Collegiate Public Charter received a rating of "Does Not Meet the Standard" in the following categories: Educational Personnel, Language and Culture, Special Education, Health and Safety, and Operations. Additionally, a rating of "Does Not Meet" was provided for the category of Governance.
