Superintendent's Report

- The Superintendent expressed sympathy and support for Washoe County school members affected by fires.
- The Nevada Department of Education developed and will soon release a resource titled Updates to Nevada Administrative Code Index. This resource illustrates Department efforts to follow Executive Order 2026-003, which requires executive branch departments to examine their regulations and streamline, clarify, or repeal them as necessary.
- To improve visibility and agency alignment, the Nevada Department of Education has adopted a structure with three divisions: the Teaching and Learning Division, the Implementation Success Division, and the Finance Division.
- The United States Department of Education approved Educational Flexibility (Ed-Flex) for Nevada. This allows Nevada to waive certain requirements for schools, increasing school autonomy.
- The DonorsChoose Grant Funding program, which provides public school educators with grants of up to $500 for classroom projects, was passed. Funds became available on September 1st.
- Sophia Blair, of Doral Academy of Northern Nevada, has been named Nevada Department of Education's 2026 Gilder Lehrman History Teacher of the Year.

Board Received a Report on the Annual Test Security Summary for Nevada Public Schools, 2025-26
In the 2025-26 school year, there were approximately 1,500,000 test sessions and 933 reported testing irregularities (0.06% of total test sessions). The most common irregularities were improper test administration (38% of irregularities), student cheating or misconduct (24%), and testing interruptions (20%). Recommendations to decrease incidence of testing irregularities include improvements to web-based tracking software, revisions to training materials for testing staff, more frequent webinars for district-level staff, and on-site assessment monitoring by Department staff.

Board Approved Appointment of Nevada Representatives to the WestEd Board
The Board discussed and approved the appointment of representatives to three vacant positions on the WestEd Board, including two positions representing the Nevada Department of Education and one position representing Nevada school districts. Highlights of the discussion included:
- For the positions representing the Nevada Department of Education, the Nevada Department of Education nominated Julie Bowers, director of the Office of Comprehensive Student Services, and Dr. Christy McGill, Deputy Superintendent for Educator Effectiveness and Family Engagement.
- For the position representing Nevada school districts, the Nevada Association of School Superintendents nominated Tate Else, Superintendent of Eureka County School District.
Board Heard an Update on the Clark County School District's Teacher Vacancy Status Following the Start of the 2026-2027 School Year
The Board heard an update from the Clark County School District on teacher vacancies following the start of the 2026-2027 school year, including staffing progress, remaining vacancies, and related workforce trends. Highlights of the presentation included:
- Day 1 of the 2025-26 school year saw 167 vacancies, down from 348 in the previous year. There were 90 licensed special education vacancies, down from 163. For substitute teachers and other temporary arrangements, the fill rate was 99.3%.
- Declining district enrollment due to a variety of factors can impact individual school budgets, necessitating right sizing of staffing to accommodate the actual number of children attending the school, and to accommodate any changes to the school model. This right sizing is referred to as the "surplus" process.
- Individuals whose positions are surplussed must select an existing vacancy that they are qualified for based on their license. In the event there is not a vacancy available for that educator, a "Reduction in Force" of is declared.
- During the 2026 Spring Surplus Cycle 707 individuals' positions were identified for Surplus. Of those, 337 were unable to find a new position through the spring transfer process. Of the 337, 103 selected available positions they are qualified for based on their license. 14 educators resigned. 154 licensed professionals were placed into attrition vacancies.

Board Heard an Update on the Revision of the Statewide Plan for the Improvement of Pupils (STIP)
The Board heard an update on the revision of the Statewide Plan for the Improvement of Pupils (STIP), including stakeholder engagement, proposed strategic priorities, and the timeline for completion and adoption of the revised plan. The Board then discussed the information presented and appointed Board member Annette Dawson Owens to gather perspectives and feedback from fellow Board members, engage with the Department throughout the revision process, and identify areas of alignment between the revised STIP and the State Board's goals and priorities. Highlights of the presentation included:
- Development of the STIP is currently in its final stage, which involves convening the STIP advisory committee and conducting input on the draft STIP. This stage will conclude in March 2027 with the submission of an updated STIP.
- The five core priorities of the plan include
- Strong foundations
- Informed and Connected Families
- Empowering Pathways
- Aligned Systems, and
- Equipped Educators and Leaders.
- Individuals who would like to contribute input to STIP planning can fill out this survey by October 21st.

Board Discussed the State Board of Education Goals and Performance Metrics: Empowered Pathways
The Board discussed potential goal(s) and associated performance metrics related to the priority of Empowered Pathways. Highlights of the discussion included:
- Regarding a possible goal of a minimum percentage of 25-year-olds earning a liveable wage, it was noted that career data is difficult to track, as former students might not choose to complete surveys about their employment.
- The Board selected the goal of increasing the percentage of high school students graduating with the College and Career Readiness diploma or advanced diploma from 36% to 50% by the end of the 2030-31 school year.

Board Heard an Update regarding the Nevada District Performance Framework (DPF)
The Board heard an update on the Nevada District Performance Framework (DPF), including the framework's purpose, components, and methodology, as well as its phased implementation and planned refinement. Highlights of the presentation included:
- The Nevada Department of Education's vision for District Accountability includes aligning and focusing the rating system around shared goals and what strong districts do; guiding action; being flexible; and being clear and accessible to families, trustees, and the public.
- The DPF is a framework with effective district practices as its base, followed by District Supports, School Outcomes, and Student Outcomes at the highest level.District Supports and School Outcomes will be measured this year to obtain a baseline.
- District Supports is measured via 5 indicators: qualified educators in classrooms, qualified educators in Title I vs. Non-Title I schools, high-quality instructional materials, college and career coursework enrollment, and financial stability.
- School Outcomes is measured via current Nevada School Performance Framework ratings and whether a district reduced its count of 1- and 2-star Nevada School Performance Framework schools compared to the prior year.
- Beginning in the 2026-27 school year, Student Outcomes will be measured, and districts not meeting expectations may be designated as low-performing. Districts struggling for two consecutive years may be designated as underperforming. Districts designated as underperforming may then receive more guidance and support.
