Superintendent's Report 

 

District Reporting Requirements Reform 

Superintendent Wakefield provided an overview of a study conducted by Public Works LLC regarding School District Reporting Requirements. Of the reports reviewed, 89 were identified for recommended action. 34 reports were recommended for elimination, 29 reports recommended for modification, and 26 reports recommended for consolidation. 

 

Senate Bill 450 (2025) provided legislative authority for reform. Beginning July 1, 2026, school districts can petition the State Superintendent of Public Instruction to remove requirements for specific reports. 

 

District Accountability 

In 2025, the Legislature directed NDE to develop a district performance framework in order to better align accountability with support. 

 

The NDE Metrics Subcommittee on Accountability Redesign (SAR) is developing recommendations for this framework and a refined Nevada School Performance Framework. The pilot framework will be released in August 2026 and will be run alongside the existing district accountability framework, Acing Accountability, for one year, at which time Acing Accountability will be phased out. It is the intention of the department that the District Performance Framework should: 

 

  • Align and focus the system around shared goals and what strong districts do
  • Guide action, not just label performance 
  • Be flexible, built to improve over time 
  • Be Clear and accessible to families, trustees, and the public.

Board Approved Consent Agenda Items 6a-6c

 

 

Board Considers Change to Developmental Disability Eligibility Age

 

Currently, students who are identified with a developmental disability exit this designation at age six, per existing Nevada regulation. If eligibility is expanded, impacts would be far-reaching across policy and administrative changes, teacher licensure and credentials, data and infrastructure updates, special education and IEP restructuring, financial and resource demands, and parental and diagnostic impact. According to the NDE staff, strategic benefits of expanding eligibility include:

 

  • Provides a developmental exit runway 
  • Eliminates the "service cliff" 
  • Ensures high diagnostic accuracy
  • Strengthens family partnerships
  • Signs with recommendations from the field  

 

Members of the board heard from multiple speakers regarding recommendations for developmental delay eligibility on whether to extend the eligibility beyond age six: 

 

  • The Nevada Governor's Council on Developmental Disabilities presented data on the developmental delay eligibility ending at age 6. Respondents shared widespread concern about the process, service gaps, delays in support, confusion regarding eligibility, and disruption of services during critical developmental years. Families described major disruptions while reevaluation after age 6 occurs. Recommendations were offered by participants, including extending the developmental delay ages to extend through the age of 9. Suggestions also included more communication, better coordination among school teams, and increased consistency in evaluation practices and eligibility determinations across districts. 

 

  • Clark County School District Task Force on Developmental Delay Eligibility Category provided a presentation and shared that 97% of students who exited developmental delay eligibility at age 6 do not receive future eligibility, which may not reflect actual student needs. They provided the following recommendations/findings: 
    • Broad support for extended eligibility 
    • Multi-Tiered Systems of Support (MTSS) as an eligibility component of a Developmental Delay evaluation for students enrolled in school 
    • Procedural guidance relative to MTSS, interventions, and progress monitoring across the five domains may be needed to support school teams.

 

Board members discussed the need to create a more consistent data collection process for districts in order to monitor and track information related to this issue. 

 

Due to quorum requirements, a unanimous approval was required for any motion on this item to pass. A motion to extend the age to 9 years old failed 2-2 and a motion to extend the age to 8 years old failed 3-1.

Board Members Heard a Presentation on Read By Grade 3 Retention 

 

Per Nevada Law, the State Board of Education is required to identify a universal cut-off score as it relates to the Read By Grade 3 retention requirement. This score would not indicate proficiency, but rather create a cut-off score for students to be held back in the third grade if they are not progressing in their reading, notwithstanding eligibility for a good cause exemption. Other states that have implemented grade three retention, including Arizona, Florida, and Mississippi, have retained approximately 1% – 8% of students under similar circumstances. 

 

Throughout the rest of 2026 and into 2027, the State Board of Education will approve passing scores for the selected uniform assessment, and select an alternative standardized reading assessment for the Department to implement this process. From there, districts will test the identified assessments and implement good cause exemptions ahead of the statutory requirement for the retention policy to be in full force beginning July 1, 2028. The first cohort of grade three students eligible for retention would be SY 2029. 

 

A decision on the draft cut score will be considered by the board at the July meeting.

Board Approves Statewide Assessment Request for Proposal

 

The Scope of Work and evaluation criteria include requirements for capacity, alignment to the Nevada Academic Content Standards, demonstration of security policies, and others. The board received information on the committee criteria, including diverse representation across geographies and school types and expertise in math, ELA, and science.

Board members discuss Five Year Goal Setting and Metrics 

 

At a previous meeting, the Board established 5 goal areas for the State Board of Education, including Grade 3 Literacy, Pre-K Expansion, Grade 8 Math, CTE Expansion, and Streamlining/Coherence. The board provided input on possible metrics to measure each area, and the item will return at a future date with a more specific proposal on possible metrics.
