¿Qué es el Consejo de Administración y de qué es responsable? Los fideicomisarios del CCSD toman las decisiones del distrito escolar. Trustees Heard An Update on the Superintendent Search and Approved the Superintendent Search Calendar
Members of the Hazard Young Attea Associates (HYA) team presented a review of the search process, including contents of a superintendent search-specific page on the CCSD website to contain search timeline, participation opportunities for stakeholders, survey link, pictures and bios of finalists, and links to events. HYA team members will meet with Board members to develop a Leadership Profile Report for the role. Stakeholder focus groups and an online survey for different stakeholder groups will also take place, and Trustee feedback was requested to be delivered prior to a special board meeting on July 25. The Board will also be presented with candidates and expenses, and advertising options for the role. HYA will also provide third-party background checks, and salary and benefits information. Some of these items, including phase participants, advertising, timeline, and due diligence, will be discussed at the special board meeting scheduled for July 25.
The HYA team will provide updates at the July 11, August 8, August 22, September 12, September 26, October 10, October 24, and November 14 board meetings.
Trustees approved the calendar, noting a desire to change the times of some meetings to accommodate differing schedules of community stakeholders.

Trustees Approved Endorsing iNVest 2025
Trustees approved endorsing iNVest 2025, the Nevada Association of School Superintendents’ 2025 legislative platform. Key priority and focus areas include:
- Providing optimal educational funding for Nevada students
- Providing conditions for innovation for a learner-centered, future-ready system consistent with the Nevada State Portrait competencies
- Providing an accountability system that shares the whole student’s story
- Providing an investment in school mental health
- Providing an investment in safe and secure future-ready learning environment

Trustees Approved the School District’s Legislative Platform
Trustees approved the District’s 2025 legislative platform. This platform includes:
- Student-centered possible priorities
- Centering student achievement
- Equitable access to high-quality educators
- Equitable distribution of high-quality educators across schools
- Identify ways to increase, recruit, and retail school counselors, social workers, school psychologists, and mental health specialists
- Identify opportunities to address and diversify the teacher pipeline
- Ensure teacher prep programs train pre-service teachers in evidence-based instructional strategies
- Support ongoing implementation of high-quality Tier I instruction in literacy, mathematics, and science
- Meeting students’ needs
- Supporting sustained Pre-K – Grade 12 funding streams
- Continue progress towards optimal school funding via Commission on School Funding recommendations
- Provide broader access to mental health resources
- Establish universal Pre-K
- Support updates to bullying statutes
- Modern systems for a new generation
- Enable student learning opportunities grounded in innovative technologies
- Streamline data collection and reporting procedures
- Enable safe and secure learning environments for students and educators
- Bolster local and state programs that improve the quality of life for educators
Trustees discussed some modifications, including adding in teacher retention, college and career readiness, rural community support, tailoring supports to student needs, and not supporting any unfunded mandates.

Trustees Discussed Possible 2025 Legislative Bill Draft Requests
CCSD gets two bill draft requests per legislative session, per Nevada Revised Statutes. These requests must be submitted by September 1, 2024, for consideration and drafting. Discussion included revising statutes for a student who has been found to have perpetrated an act of bullying to move schools, rather than the victim; recruiting, retaining, and developing qualified educators; expanding on-site mental health services for Tier II and Tier III issues; streamlining data collection and reporting; equitable funding and access for after-school programming; and supporting high-quality Tier I instructional materials for literacy, math, and science.
Trustees determined that the two bill draft requests should include expanding on-site mental health services and revising bullying statutes to allow substantiated bullying, cyberbullying, or discrimination incidents to be transferred to a different school rather than the victim. Staff will bring suggested language for bill draft requests to the Board at a future meeting for consideration.
Trustees Rejected a Request for an Appeal of the Findings of Fact, Conclusions of Law, and Order Granting a Petition for a Writ of Mandamus/ Declaratory and Injunctive Relief in District Court Case Number A-24-8893235
Trustees rejected a request for board counsel to file an Appeal of the Findings of Fact, Conclusions of Law, and Order Granting a Petition for a Writ of Mandamus/Declaratory and Injunctive Relief in District Court Case Number A-24-8893235, which ruled that Trustees had overreached when it amended its Governance Policy GP-4.2 to prohibit non-voting board members from making motions at board meetings. The Cities of Henderson and North Las Vegas had filed the original suit, claiming that the amendment violated AB 175 (2023), and Judge Nadia Krall ordered that Trustees must comply with the requirements of AB 175.
